INTRODUCTIONOn the 23rd of November, 2004 José Manuel Barroso made a speech at the inauguration of the academic year 2004-2005 of the College of Europe in Bruges. His speech is mainly concentrated on the structure and the work of the European Commission, which he claims to be essential in order to make the EU into a strong and leading power. He focuses on his respect to the Law of Separation of Powers stating that it is the only possible way for the European Commission to carry out efficient work in the EU.

Besides he mentions the importance of the European Constitution, which he states is the core of the EU by carrying out a unique role. Apart from these two important views he mentions several issues that show high importance during his presidency, namely the Lisbon Strategy, the importance of the introduction of knowledge economy and R & D investment in the European Union and the significance of strengthening education Europe-wide.
