It can be viewed as favorable or unfavorable, depending on whether a person receives favors or opportunities, or is denied them. Discrimination can be defined as "any denial of equal access to public opportunity." Such discrimination on the basis of race, creed, color, or national origin is common even though there are signs that it is on the decrease. It is essentially one indivisible problem, and it is widespread and pervasive.
