Abstract .

The public sector is the part of economic and administrative life that deals with the delivery of goods and services by and for the government, whether national, regional or local/municipal. In an increasingly competitive environment, the demands for public sector performance and accountability are greater now than at any time in our history. The public sector needs to be managed in accordance with principles of access and equity by giving all members of the public the opportunity to have a fair share of the resources that the government manages on their behalf and an opportunity to gain access to the resources to which they are entitled.

The health sector in Trinidad & Tobago is one organ of the state that is of great importance to the citizenry and as such, much attention needs to be paid to the practices and activities that affect this institution. The primary purpose of this dissertation is to examine critically of the one of the fundamental issues facing the health sector and in particular the Eric Williams Medical Sciences Complex as a public sector entity. This particular issue is the umbrella term covering the deficiencies and overall mismanagement of human resources and industrial relations factors and its inherent fusion with the concepts of Public Sector Reform.
