Richard S. Grossley Assuming office on July 1, 1923, Richard S. Grossley was determined and dedicated to expanding course of study and enhancing the quality of instruction. Mr. Grossley attended office for 19 years. (1923-1942) Throughout his time in office, the faculty increased from 3 to 20 of 25 faculty members which all held masters degrees. In 1923, a two-year junior college division was added to the college. The academic program added a two-year normal course and a two-year commercial course in 1925. Just seven years later, two amazing events took place leading to the organization of the five groups, which were arts and science, agriculture, education, home economics, and industrial arts. First, the college established four-year curricula leading to the bachelor's degree n arts and sciences, elementary education, and industrial arts. Then, the high school division of the college was included among the 14 secondary schools in Delaware. Still striving for the best, in 1939 the Aeronautics Authority offered the school vocational flight training, which was conducted at the school. Concluding his years in office, Richard Grossley introduced to the school the celebration of Parents Day. The first celebration was held on October 27, 1929.
