This essay was soley focused on the Chicago police dept. The was no work cited and for all I know this information could be made up. Also it doest explain thoroughly how soft policing or hard policing is done. Finally there is a lot of opinons written in this paper with no facts to back it up. Need more research
After reading this paper I found it rather interesting. However there is no real substance or statistics to prove what was intended. To find a real police pursuit policy you can visit http://www.nlectc.org/txtfiles/pmtfascii.html.
