Since the start of the late 1960's air quality and air quality management regarding vehicle emissions began its course of relevance to lawmakers and society. With the efforts of the California Air Resources Board established in 1967 along with the assistance of the later developed United States Environmental Protection Agency, California is known to hold the strictest vehicle emissions codes and regulations throughout the country. As the first state to issue emissions standards in 1966 model year vehicles forward, California holds itself as the toughest and most regulated vehicle emissions state to date. With California's growing standards of emissions regulations, we have seen many changes to a large verity of vehicles since the late 1960's. These changes have not only been noticed in physical appearance, but more importantly the technology that has gone into producing the engines and components to these engines in vehicles leading up to today. The affect of these regulations and standards in regards to environmental verses practicality, along with its affects on society and California's growing industry, have arguably become a large topic of controversy to this date.

The vehicle emission standards for consumer, and commercial markets are greatly being questioned by many as overregulated, thus taking part in what is driving much of the industry out of the state of California.
