It is through practice and exploration of human rational reflection after a major breakthrough in understanding, and it is also a way of thinking and a symbol for the concept of the human updates. Sustainable development has been widely accepted by the international community, and gradually penetrates into all areas of society, becoming the most popular spots in today's society issues.

The high-tech industry is enable make the commercialization of high-tech achievements, industrialization of technology a wide range of applications for new products, new resources and new services. Currently, the study of high-tech industry is mainly in two aspects, that is industrial factors and industry gathered.

American scholar Anneli. Saxenian's "Regional Advantage: Silicon Valley and Route 128 region, culture and competition" said that caused the two major differences in the development of high-tech industry in the United States base in the social, economic, and cultural factors, and he made a profound comparative analysis with them.

Although the Route 128 area and Silicon Valley developed a similar technology, in the same market on the activities of the United States originated from Route 128 high-tech industry area. But 80 years later, its declined, while Silicon Valley was booming.
