Executive SummaryBrisbane City Council (BCC) has announced rebates for purchasing purchases water saving equipments such as water tank, water-saving washing machine etc. currently the rebate methodology is manual resulting in delays in rebate payment. It is proposed that a C2G e-commence system is developed to expedite the claim settling process. This project is aimed at developing an e commerce model to enhance the water rebate process by making it an Internet based application process that would be used for uploading a tax-invoice of the product.

Internet is being referred to as "the next business revolution'' the nexus of computers, networks, people, and business goals for purposes of selling goods, services, and information is an innovative way to cut costs, grow markets and profitability, and improve shareholder return relative to traditional business methods (Palmisano, 1998). This combination is referred to as E-Commerce, the trade of goods and services that takes place electronically such as over the Internet (Dolber, Cheema and Sharrad, 1998).

According to Kalakota and Whinston (1997)A detailed project management has been discussed along with identification of stakeholders, Organisational structure of the project team, the cost of developing website as well as various quality assurance and documentation processes. The quality assurance is defined and discussed in detailedVarious activities involved have been identified based on which a detailed work break down structure (WBS) is defined. A detailed action plan is chalked along with deadlines resource and persons allocated. The report also discuses various risks involved as well as project termination methodology is outlined.
