Re: Collaborative Processes and William Robertson

INTRODUCTION

William Robertson is the head of the Bureau of Street Services in Los Angeles. He oversee's 6,500 miles of street, as well as being tasked with "developing, constructing, and maintaing streets, sidewalks and trees throughout the city" using the seven divisions of the Bureau within the city (Stillman, 87).

In this memo, I will examine how William Robertson uses the Concept of Collaborative Process to ensure success for the Bureau while maintaining open and honest communication with the separate divisions of the Bureau and the communities he serves.

THE CONCEPT OF COLLABORATION

"Collaboration is a process in which autonomous actors interact through formal and informal negotiation, jointly creating rules and structures governing their relationships and ways to act or decide on the issues that brought them together; it is a process involving shared norms and mutually beneficial interactions" (Stillman, 289).

Anne Marie Thompson and James L. Perry outlined a multidimensional model of collaboration in an essay they wrote called: Collaboration Processes; Inside the Black Box. Within this essay, the two authors argue that there are "five key dimensions of collaboration" (Stillman, 291).

The Five Key Dimensions are:

Governance;

Administration;

Organizational Autonomy;

Mutuality;

Norms of Trust and Reciprocity. (Stillman, 287)

In this particular case study, Mutuality and the Norms of Trust and Reciprocity are the two main themes that are present.

The Mutuality occurs when " one party has unique resources (skills, expertise, or money) that another party needs or could benefit from" (Stillman, 294).

Reciprocity is based on the premise of "tit for tat." Within the concept of reciprocity is trust.
