IntroductionThe purpose of the following report is to highlight the how public corruption is most effectively exposed and prevented within the community and the equality and equity of community members affected by public corruption. This will be achieved by discussing corruption prevention training programs, ethics in corruption prevention and exposure, risk assessment techniques, how to deal with conflicts of interests and which community support agencies handle corruption complaints. The report will also give an introduction into how to become a whistleblower and an introduction into the Criminal Justice Commission. These areas will demonstrate the ways in which public corruption is most effectively exposed and prevented throughout Queensland.

Defined in the World Book Dictionary, (1982:467) "corruption" 'is the act of making, or the process of doing something dishonest and morally evil, …in abuse of power.'What is Public CorruptionPublic corruption involves a breach of public trust and/or abuse of position by federal, state, or local officials and their private sector accomplices.

By broad definition, a government official, whether elected, appointed or hired, may violate federal law when he/she asks, demands, solicits, accepts, or agrees to receive anything of value in return for being influenced in the performance of their official duties.

Ethics violations occur at all levels of government (local, state, and federal) and includes allegations of judicial, legislative, regulatory, contract, and law enforcement corruption. Law enforcement corruption accounts for more than one-third of the current corruption investigations. These cases typically involve law enforcement officers accepting money to protect (or facilitate) drug-trafficking and organized criminal activity.

Breaches of the public trust can impact everything, from how well our borders are secured and our neighbourhoods protected, to verdicts handed down in courts of law, to the quality of our roads and schools.
