INTRODUCTIONThe long-term effect of corporate downsizing has affected the way organizations are managed. This research looks at the problems facing the downsized organization and the psychological impact affecting the retained employees.

The organization being looked at is the Registrar General Department (RGD). This organization, while not characterized by competition, is characterized by continuous change in order to cope within the dynamic environment. The company is currently undergoing forms of restructuring to enhance its ability to sustain itself financially.

The employees at the organization as a result of the changes are suffering from low employee morale, motivation and commitment, which negatively affect their performance. These problems will be diagnosed in order to produce effective organizational behaviour solutions to turn the situation around.

The Registrar General's Department (RGD) is a revenue-earning Department and operates under the aegis of the Ministry of Finance and Economic Development. It plays a key role in national development as it is the only repository in Jamaica, which is responsible for the registration of births; deaths; marriages; compilation and issue of historical information on vital events to various agencies; recording and safekeeping of public documents; and providing certified copies of all records on request .

RGD was accorded Executive Agency status on April 1, 1999. The agency is one among four pilot entities in Jamaica, which became Executive Agencies under the Public Sector Modernization Project (PSMP). An Executive Agency is a semi-autonomous Government entity, which focuses primarily on the delivery of services with a results-oriented approach. The primary aim is to reduce central control and delegate authority to the Chief Executive Officers (CEO) in the various government institutions to substantially improve the quality and quantity of services provided by Government agencies.
