Riordan Manufacturing, Inc (Riordan) is an industry leader in the field of plastic injection molding and global plastics manufacturer, wholly owned by Riordan Industries, a Fortune 1000 enterprise with revenues in excess of $1 billion. The company employs 550 people with projected annual earnings of $46 million. Riordan has facilities in San Jose, California, Albany, Georgia, Pontiac, Michigan and has been very successful after moving their fan manufacturing operations to a facility in the Hangzhou Province of China. Over the past year, the Chinese facility has prospered to the point where the chief executive officer Michael Riordan decided to look at opportunities for the company to expand the facility to provide additional components internationally, (University of Phoenix, 2010). The new facility is complete, the only missing piece to the expansion is a personnel management plan.

This paper proposes a solution to help Riordan develop cross-cultural management tactics that meet strategic goals. Additionally, the effects on management functions created by cultural dimensions, additional challenges created by cross-border external environments, and the requirements necessary for successful management of the global business will be addressed.

Issue and Opportunity Identification

Challenges exist that must be overcome to accomplish the company's organizational goals. Because of the competition in the local Chinese province, the first issue addressed is the lack of Chinese skilled workers available. However, "foreign labor in the form of Pakistanis, Indians, and Koreans in Hangzhou and the nearby provinces" are available.
