For example, the rebels in the american war of independence fufil all your criteria as terrorists against the goverment, but history would have been a lot different if they had not taken over. like wise, the suicide bombers in isreal from both sides, isreali and palistinion both think they re doing gods work.Prehaps you should focus your essay on why countrys are becoming more isolationist, encouraging segregation and therefore terrorism (*perpetuating a sense of them and us)
