Unilever and Procter & Gamble belong to consumer goods manufacturers and rank in top two globally. Both of them are conventional multinational companies. Unilever is an Anglo-Dutch multinational consumer goods company co-headquartered in London, England and Rotterdam, Netherlands formed in September 1929. Its products include food, beverages, cleaning agents and personal care products. Procter & Gamble is an American multinational consumer goods company headquartered in downtown Cincinnati, Ohio, United States which was founded in 1837. Its products include pet foods, cleaning agents, and personal care products.

Unilever's organizational structure management experienced a hard process. When it started, it has two parent companies in headquarters locating in London and Rotterdam and they issued stocks respectively.

Decentralization organization reduced the burden of managers' pressure and can focus more on macro business strategy during the starting period. Employees and managers can be motivated to work harder since they have more freedom and direct benefits about their performance. Besides, decentralization permits greater flexibility which means two headquarters can response sensitively to changes. It also has a flat hierarchy and the span of control is wide since the activities are limited and visibility of employees' performance is high due to its manufacturing nature. The horizontal differential can be categorized into a function structure mainly throughout Britain Netherland and some other countries too.
