The public manager is face with many challenges the least of which is not his own or staffs ethical behaviour. From this challenge the need for a code or creed is born. This is the code of conduct; this code should be constantly updated and amended to keep in step with societies highest norms. From these high ideals practical guidelines are drawn up. These are the issues dealt with in this article.
The task of this assignment is to explain the role and influence of the public manager in the maintenance and strengthening of high standards of ethical behaviour and conduct in the public sector.
Firstly, the nature of ethics in Public Administration is examined, followed by the explanation of ethics and the relationship between ethics and Public Administration.
Secondly, the importance of ethics in the work environment is discussed with reference to the need for sound ethical behaviour. Ethical dilemmas and problems are examined followed by the causes of unethical behaviour and conduct.
Thirdly, the role of the public manager in the maintenance and strengthening of high standards of ethical behaviour and conduct in the public sector is discussed. The executive and operational functions are considered there under.
A scientific approach is used in this assignment.
