A Permanent Solution to a Reoccurring Nightmare

On September 10, 1999, Governor Paul Cellucci signed legislation to put a stop to dangerous sexual predators, keeping the worst offenders locked up even after they serve their prison time, and also monitoring these criminals for life. However, this is just a temporary fix to the terrifying problem. First-time sex offenders should serve a mandatory sentence of life in prison for the heinous acts they commit.

The law supports the reinstatement of civil commitments, which targets the most violent sexual abusers and keeps them behind bars for as long as they are considered sexually dangerous; even after they serve their criminal time. Convicted offenders who are at risk of re-offending are confined to a treatment center until a jury decides the wrongdoer is no longer a threat to society. This law claims to guarantee the public's safety.

The second element to the law allows a judge to sentence converted sex offenders to a lifetime parole. After serving out the criminal sentence, the offenders will be closely monitored for life and sent directly back to jail if there is any violation of the release conditions. This measure is thought to protect women and children from these ruthless predators.

Reinstating of civil commitments only deters future sexual assaults. Predator can pretend to not pose as a sexual threat to society any longer, and then be released from a treatment center to be put back on the streets. This would allow sex offenders to abuse more victims. By using a mandatory sentence of life in jail, the predator could not molest any other victims.
